The fact that a number of provinces including, I

understand, Kuantung, have contributed quotas

for the service of the salt loans is one encouraging

fact.

We have on previous occasions urged the abandonment of the embargo (see, e.g., 15074/26, and

again recently, No.9 on this file).

There can there-

fore hardly be any question of our concurring inthe

Foreign Office proposals. The Naval Equipment

Agreement naturally goes with the Arms Embargo,
